Air Montenegro is Montenegro's flag carrier, registered in Montenegro (ECAA signatory). Based at Podgorica Airport, it operates year-round routes to Belgrade, Istanbul, Zurich, and several European destinations, with an expanded seasonal network from Tivat.
As an ECAA-registered carrier, all Air Montenegro compensation claims follow the same ECAA rules in both directions. Passengers have the right to compensation of €250 to €600 for qualifying flight delays and cancellations, caused by factors within the airline's control.
Wizz Air is the largest low-cost carrier at Podgorica Airport. Registered in Hungary (EU), all Wizz Air flights are covered by EC 261 in both directions.
Wizz Air connects Podgorica to London Gatwick, Basel, Dortmund, Memmingen, and other European cities. Passengers on Wizz Air flights have the same rights in case of delay or cancellation as passengers on any other EU-registered carrier.
Ryanair operates from Podgorica to destinations including London Stansted and Brussels Charleroi. Registered in Ireland (EU), covered by EC 261 in both directions.

Norwegian and SAS connect Tivat to Scandinavian destinations during summer. Both are EU or ECAA-registered carriers, covered in both directions.
Turkish Airlines connects both Podgorica and Tivat to Istanbul year-round. Registered in Turkey (non-EU, non-ECAA). ECAA rules apply for Montenegrin departures. Turkey's SHY-Passenger regulation covers the Istanbul-departing leg. Such as in other cases involving non-EU carriers, the departure airport determines coverage on the outbound leg.
During summer, Tivat receives seasonal flights from Jet2, TUI fly, Eurowings, Luxair, British Airways, Iberia, Vueling, and others. All EU and UK-registered carriers are covered in both directions.
Non-EU carriers are covered for their Tivat departures under ECAA. Passengers on these flights have the right to compensation under ECAA rules, caused by any disruption within the airline's control.
Tivat Airport is one of the Adriatic's busiest seasonal airports. During summer it handles up to 27 airlines and hundreds of weekly flights.
This creates specific disruption risks that travellers should be aware of before flying.
Runway and apron constraints. Tivat has a single runway in a challenging geographic location surrounded by mountains and the Bay of Kotor. Weather-related disruptions - crosswinds, low clouds, and summer thunderstorms - can cause cascading flight delays.
Seasonal staffing. Ground handling and airport operations scale up rapidly for summer, which can create staffing-related bottlenecks during peak periods.
Charter flight complexity. Many Tivat flights are operated by charter or leisure carriers on behalf of tour operators. If your flight is part of a package holiday, the operating airline - not the tour operator - is responsible for EC 261 compensation.
You are entitled to compensation under ECAA and EC 261 in the following situations.
For flight delays: if your flight arrived at the final destination 3 or more hours late, you may be entitled to flight delay compensation.
The delay is measured at arrival at the final destination, not at the scheduled departure time. For connecting flights on a single booking, the delay is measured at the final destination of the whole journey.
For flight cancellation: if the airline cancels your flight and notifies you less than 14 days before departure, you are entitled to compensation plus the choice of a full refund or rebooking.
In case of cancellation with more than 14 days' notice, no compensation is owed, but you may be entitled to a refund of your ticket.
For denied boarding: if the airline involuntarily denies you boarding due to overbooking, you are entitled to immediate compensation.
Airlines must ask for volunteers before involuntarily denying boarding. If you were denied boarding at check in or the gate, you can file a claim immediately.
Regardless of whether you are eligible for compensation, the airline must provide care during delays.
The right to care applies from 2 hours for short-haul flights up to 1,500 km, from 3 hours for medium-haul flights from 1,500 km to 3,500 km, and from 4 hours for long-haul flights over 3,500 km.
