If you fly from Bosnia and Herzegovina — or if you are a Bosnian traveller flying via European hub airports — you have strong legal protections when your flight is delayed, cancelled, or you are denied boarding. Bosnia and Herzegovina is a signatory to the European Common Aviation Area (ECAA) Agreement, which gives passengers departing from Bosnian airports the same rights as EU passengers under EC 261/2004.

With a record 3.12 million passengers in 2025 (a 26% increase over the previous year) across four international airports, air travel from Bosnia and Herzegovina is growing rapidly. This guide explains Bosnia and Herzegovina passenger rights, how the ECAA Agreement protects you, how EU hub connections expand your coverage, and how FlyPayout handles claims for Bosnian travellers.

Travellers from Bosnia and Herzegovina access flight compensation through two equally important legal bases: the ECAA Agreement for flights departing from Bosnian airports, and EC 261/2004 for flights departing from EU airports. Understanding both means you are covered whether you fly direct or connect through a European hub.

ECAA Coverage: Flights Departing from Bosnian Airports

The ECAA Agreement extends EC 261 rules to all flights departing from airports in Bosnia and Herzegovina. The country has four international airports. Sarajevo International Airport (SJJ) is the largest, handling 71.3% of all passengers. Banja Luka International Airport (BNX) is the second largest, accounting for 16.5% of traffic and serving as a major Ryanair base. Tuzla International Airport (TZL) handles 10.8% of traffic and operates as a Wizz Air base. Mostar International Airport (OMO) is the smallest at 2.3% of traffic, with seasonal operations.

All departing flights from all four airports are covered by ECAA passenger rights, regardless of the airline. For flights arriving in Bosnia and Herzegovina from outside the ECAA area, coverage applies if the operating airline is registered in an ECAA country — an EU member state, Norway, Iceland, or one of the ECAA signatory Western Balkan states such as North Macedonia, Serbia, or Albania.

EU Hub Coverage: Flights Departing from European Airports

Many Bosnian travellers connect through major European hub airports to reach their final destination. Vienna (VIE), Budapest (BUD), Munich (MUC), Frankfurt (FRA), and Zurich (ZRH) are among the most popular connections. Istanbul (IST) is a key gateway to Asia, Africa, and Australia via Turkish Airlines, though Turkey is not an EU or ECAA member.

Every flight departing from an EU airport is covered by EC 261/2004, regardless of the airline. Your connecting flight from Vienna to Toronto, from Munich to New York, or from Frankfurt to Tokyo is fully covered. If your connection is on a single booking, compensation is based on the total journey distance and your delay at the final destination. A missed connection at Istanbul on a Sarajevo-Istanbul-Dubai single booking could entitle you to €600 per person.

Compensation Amounts for Bosnia and Herzegovina Passengers

The same EC 261 / ECAA amounts apply based on the distance of your flight:

Airlines Serving Bosnia and Herzegovina and Your Rights

Wizz Air is the largest low-cost carrier in Bosnia and Herzegovina, with a base at Tuzla Airport. Registered in Hungary (EU), all Wizz Air flights are covered by EC 261/2004 in both directions. Ryanair operates extensively from Sarajevo and Banja Luka with a growing European network. Registered in Ireland (EU), Ryanair is covered by EC 261/2004 in both directions.

Turkish Airlines connects Sarajevo to Istanbul and the global network beyond. Registered in Turkey (non-EU, non-ECAA), ECAA rules apply for flights departing from Bosnian airports. For the return direction from Istanbul, Turkey's SHY-Passenger regulation covers that leg. Pegasus Airlines connects Tuzla and Sarajevo to Istanbul Sabiha Gokcen and follows the same rules as Turkish Airlines. FlyDubai connects Sarajevo to Dubai. Registered in the UAE (non-EU, non-ECAA), ECAA rules apply for the Sarajevo departure, but there is no EC 261/2004 coverage for the Dubai departure.

Transavia, Air Serbia, Austrian Airlines, and SWISS are EU or ECAA-registered carriers connecting Bosnia to European destinations. All are covered in both directions.

When Are You Entitled to Compensation?

You are entitled to compensation under EC 261/2004 and the ECAA Agreement in three situations. If your flight arrives at the final destination three or more hours late, compensation is due. For connecting flights on a single booking, the delay is measured at the final destination. If the airline cancels your flight and notifies you less than 14 days before departure, you are entitled to compensation plus the choice of a full refund or rebooking. If the airline involuntarily denies you boarding due to overbooking, compensation must be paid immediately.

Compensation does not apply in the case of extraordinary circumstances that the airline could not have avoided even if all reasonable measures had been taken. Extraordinary circumstances include severe weather conditions, air traffic control strikes, political instability, and hidden manufacturing defects. Ordinary technical faults are not considered extraordinary circumstances under EC 261/2004.

Right to Care and Assistance at the Airport

Regardless of the cause of disruption, the airline must provide meals and refreshments and two telephone calls or emails once delay thresholds are reached: two hours for flights up to 1,500 km, three hours for 1,500-3,500 km flights, and four hours for flights over 3,500 km. If the delay requires an overnight stay, hotel accommodation and transport to and from the hotel must be provided. If the delay reaches five hours or more, you have the right to abandon the journey and receive a full refund.

These care obligations apply even in cases of extraordinary circumstances where compensation is not payable. The airline must still provide meals and refreshments and, where necessary, overnight accommodation at the airport.

Frequently Asked Questions About Bosnia and Herzegovina Passenger Rights

Do Bosnia and Herzegovina passenger rights cover flights from Sarajevo?

Yes. All flights departing from Sarajevo International Airport are covered under the ECAA Agreement. This applies to every airline — Ryanair, Turkish Airlines, FlyDubai, and all others. Sarajevo flight compensation follows EC 261/2004 rules: €250-€600 depending on distance.

Can I claim Bosnia flight compensation for a Wizz Air flight from Tuzla?

Yes. Wizz Air is registered in Hungary (EU), so all Wizz Air flights are covered by EC 261/2004 in both directions. Flights departing from Tuzla are also covered under ECAA rules.

Does flight compensation apply to Ryanair flights from Banja Luka?

Yes. Ryanair is registered in Ireland (EU). All Ryanair flights from Banja Luka are covered by both ECAA rules and EC 261/2004. The same €250-€600 structure applies.

What is the enforcement body for Bosnia and Herzegovina passenger rights?

The Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA) is the national enforcement body.

How long do I have to file a claim?

The limitation period depends on the jurisdiction. Filing in a jurisdiction with a longer period — such as six years in England and Wales — may be possible depending on the airline and route. FlyPayout assesses the optimal jurisdiction for each claim.

Does BiH passenger rights apply to flights from Mostar Airport?

Yes. Mostar International Airport is in Bosnia and Herzegovina, an ECAA signatory. All departing flights are covered, including seasonal charter operations.

Flying from Bosnia and Herzegovina? You Have the Same Rights as EU Passengers

The ECAA Agreement gives Bosnian travellers the same flight compensation rights as passengers anywhere in the EU. Whether your flight departs from Sarajevo, Tuzla, Banja Luka, or Mostar — or connects through Vienna, Istanbul, or Budapest — you are entitled to up to €600 per person for qualifying disruptions.
