All departing flights from Albanian airports are covered by ECAA passenger rights, regardless of the airline. Wizz Air, Ryanair, Turkish Airlines, Pegasus, Transavia, easyJet — every carrier departing from Albania is subject to ECAA rules.
For flights arriving in Albania from outside the ECAA area, coverage applies if the operating airline is registered in an ECAA country.
Many Albanian travellers connect through European hub airports: Istanbul (IST/SAW), Rome (FCO), Milan (MXP/BGY), Vienna (VIE), London (LTN/STN), and Frankfurt (FRA). Every flight departing from an EU airport is covered by EC 261, regardless of the carrier. Your connecting flight from Rome to New York, from Istanbul to Dubai, or from London to Toronto is fully covered.
If your connection is on a single booking, compensation is based on the total journey distance and your delay at the final destination.

Wizz Air operates its largest base at Tirana Airport, connecting Albania to destinations across Europe. Registered in Hungary, an EU member state, all Wizz Air flights are covered by EC 261 in both directions. Wizz Air is the dominant carrier in Albania by seat capacity.
Ryanair opened a permanent base at Tirana in April 2026 with three Boeing 737-800 aircraft and 10 new routes. Registered in Ireland, also an EU member state, Ryanair is covered by EC 261 in both directions. The airline projects carrying over 4 million passengers through Tirana in 2026.
Turkish Airlines and Pegasus Airlines connect Tirana to Istanbul. Both are registered in Turkey, which is not an EU or ECAA member. ECAA rules apply for flights departing from Tirana. Turkey's SHY-Passenger regulation covers the Istanbul-departing leg.
Transavia, easyJet, Eurowings, and Austrian Airlines are EU-registered carriers connecting Albania to European destinations. All are covered by EC 261 in both directions. Any flight operated by an EU carrier gives you the same air passenger rights regardless of the departure country.
Air Albania, the former flag carrier established in 2018 as a partnership with Turkish Airlines, ceased operations on 10 December 2025 after the Albanian Civil Aviation Authority suspended its license. Passengers with outstanding Air Albania claims should note that EC 261 compensation from a collapsed airline is practically uncollectable. If your flight arrives at the final destination 3 or more hours late, you are entitled to compensation. For connecting flights on a single booking, the delay is measured at the final destination, not the connecting airport.
If the airline cancels your flight and notifies you less than 14 days before departure, you are entitled to compensation. You also get the choice of a full refund or rebooking on the next available flight to your destination.
If the airline involuntarily denies you boarding due to overbooking, compensation must be paid immediately. Hold on to your boarding pass — it is your proof of confirmed reservation and you will need it to support your claim.
Regardless of the cause of the disruption, the airline must provide care and assistance based on the delay threshold and flight distance.

If the airline fails to provide these at the airport, you have the right to arrange meals or accommodation yourself and claim the reasonable costs back. Keep all receipts and contact the airline in writing to document what happened.
The Albania flight compensation law implements EC 261/2004 through the ECAA Agreement. The Albanian Civil Aviation Authority (ACAA — Autoriteti i Aviacionit Civil) is the national enforcement body for civil aviation matters and handles passenger rights complaints.
Compensation amounts are identical to EC 261: €250, €400, or €600 depending on the distance of the flight. Airlines must prove extraordinary circumstances to avoid paying. Technical faults, crew shortages, and airline staff strikes are not considered extraordinary circumstances under EU law. The right to care at the airport applies regardless of the cause of the disruption — even if the flight was cancelled due to bad weather, you are still entitled to meals and accommodation.
Air Albania passenger rights claims from before the airline's December 2025 closure follow the same rules, but recovery from a collapsed airline requires alternative channels such as credit card chargeback, travel insurance, or insolvency proceedings.

Yes. Kukës International Airport Zayed is located in Albania, an ECAA signatory country. All departing flights are covered under the Albania flight compensation law, and passengers are entitled to the same compensation as those flying from Tirana.
Yes. Once Vlora International Airport opens for commercial operations, all flights departing from Vlora will be covered under the ECAA Agreement. Passengers will have the right to claim compensation for flight delays, cancellations, and denied boarding on the same basis as Tirana and Kukës.
