Pegasus Airlines is Turkey's leading low-cost carrier, operating from its primary hub at Istanbul Sabiha Gökçen Airport (SAW) with additional bases at Izmir, Ankara, and Antalya. With a fleet of approximately 94 aircraft and over 145 destinations in 53 countries, the Pegasus network connects Turkey to Europe, the Middle East, North Africa, and Central Asia. The airline serves many Western Balkans airports including Sarajevo, Tuzla, Skopje, and Podgorica, making it directly relevant to travellers in FlyPayout's core markets.

If your Pegasus flight was disrupted, your compensation rights depend on where the flight departed from. Pegasus is registered in Turkey, not in the EU or ECAA.

EC 261 and ECAA rules only apply when Pegasus departs from an EU or ECAA airport. For flights departing from Turkey, the SHY-Passenger regulation applies. For all other departures, no equivalent fixed compensation framework exists.

This guide explains Pegasus Airlines compensation rights, when each regulation applies, and how FlyPayout handles Pegasus claims.

When EC 261 and ECAA Apply to Pegasus Flights

Since Pegasus is a non-EU, non-ECAA carrier, coverage depends entirely on the departure airport.

The following sections explain each coverage zone and what passengers are entitled to depending on where the flight departed from.

Covered: EU and ECAA Departures

Any departure from an EU airport — Berlin, Vienna, Amsterdam, and all others — is covered by EC 261 for all airlines regardless of registration. Any departure from an ECAA airport — Sarajevo, Tuzla, Skopje, Podgorica — is covered by ECAA rules, which are equivalent to EC 261. Passengers departing from within the EU or ECAA are entitled to compensation based on the distance of the flight.

Covered: Turkish Departures Under SHY-Passenger

Any departure from a Turkish airport, including Istanbul SAW, Ankara, Izmir, and Antalya, falls under Turkey's SHY-Passenger regulation. SHY-Passenger provides passenger rights similar to EC 261 for flights by Pegasus and other Turkish carriers. The delay threshold under SHY-Passenger is stricter than EC 261 — 2 hours for flights under 1,500 km and 3 hours for longer flights.

Not Covered

Departures from non-EU, non-ECAA, non-Turkish airports — such as Dubai, Tbilisi, or Almaty — are not covered by EC 261, ECAA, or SHY-Passenger. Passengers on these routes are not entitled to fixed cash compensation under the relevant European or Turkish frameworks.

How Much Pegasus Flight Compensation Can You Claim?

Under EC 261 and ECAA (EU and ECAA departures), standard fixed compensation applies:

When Do You Qualify for Pegasus Flight Delay Compensation?

Departures From EU and ECAA Airports

If your Pegasus flight departs from an EU or ECAA airport and arrives at the final destination 3 or more hours late, you are entitled to Pegasus flight delay compensation under EC 261 or ECAA rules.

If Pegasus cancels a flight departing from within the EU or ECAA with less than 14 days' notice, the same compensation amounts apply.

Departures From Turkish Airports

If your Pegasus flight departs from a Turkish airport, the SHY-Passenger regulation applies. Compensation rights with Pegasus under SHY-Passenger are similar to EC 261 — the same fixed amounts, with a lower delay threshold for short flights (2 hours instead of 3 hours for routes under 1,500 km).

If Pegasus cancels a flight departing from Turkey, the following protections apply: you may be entitled to a full refund or rebooking, and if notice was given late, compensation may be due. The relevant authority for enforcement is Turkey's Directorate General of Civil Aviation (SHGM).

Missed Connections

If all flights are on a single booking and you miss a connection due to a delay on the first leg, compensation is based on the total journey distance and your delay at the final destination. This applies whether the connecting flight is by Pegasus or another carrier on the same booking.

How Pegasus Handles Claims: What to Expect

Pegasus is a low-cost carrier based outside the EU, which creates specific challenges for passengers pursuing a Pegasus Airlines compensation claim.

The claims processes of Pegasus are built primarily around Turkish regulations. For EC 261 and ECAA claims arising from EU and ECAA departures, the airline may not have the same compliance infrastructure as established EU-based carriers.

Passengers may encounter slower responses or incorrect rejections when pursuing a claim against Pegasus through European frameworks.

For Turkish departures, the right to compensation exists under SHY-Passenger, but enforcement is through Turkish authorities rather than European regulators. Claims can be more complex to pursue from outside Turkey.

Like most low-cost carriers, Pegasus may reject claims or offer vouchers instead of cash. Under both EC 261 and SHY-Passenger, you are entitled to cash. Accepting a voucher is only binding if you explicitly agree.

What Pegasus Must Provide During Disruptions

For flights departing from EU or ECAA airports, the following care obligations apply regardless of the cause of the disruption.

At the airport, Pegasus must provide meals and refreshments based on the delay duration, access to communication, and hotel accommodation if an overnight stay is required.

Delay threshold

What you are entitled to

2+ hours (flights up to 1,500 km)

Meals, refreshments, 2 phone calls or emails

3+ hours (flights 1,500–3,500 km)

Meals, refreshments, 2 phone calls or emails

4+ hours (flights over 3,500 km)

Meals, refreshments, 2 phone calls or emails

Overnight delay

Hotel accommodation and transport to/from hotel

5+ hours

Right to abandon the journey and receive full refund

For Turkish departures, SHY-Passenger provides similar care obligations at the airport. If Pegasus fails to provide care, keep all receipts and claim reimbursement.

Frequently Asked Questions About Pegasus Airlines Compensation

Can I get Pegasus flight compensation for a flight from Istanbul?

For flights departing from Istanbul, EC 261 does not apply. However, Turkey's SHY-Passenger regulation provides similar passenger rights including cash compensation for delays and cancellations. Pegasus flight compensation under SHY-Passenger mirrors EC 261 amounts depending on the flight distance.

Does Pegasus delay compensation apply to flights from Sarajevo or Tuzla?

Yes. Sarajevo and Tuzla are in Bosnia and Herzegovina, an ECAA signatory. ECAA rules cover all Pegasus departures from these airports. Pegasus delay compensation for a Sarajevo–Istanbul or Tuzla–Istanbul flight is €250, based on the distance of the flight (under 1,500 km).

Does Pegasus Airlines flight delay compensation cover cancellations?

Yes. Pegasus Airlines flight delay compensation rules under EC 261 and ECAA cover both delays of 3 or more hours at the final destination and cancellations with less than 14 days' notice. The same compensation amounts apply in both cases.

What is the difference between EC 261 and SHY-Passenger for Pegasus?

EC 261 applies to EU departures and ECAA rules to ECAA departures. SHY-Passenger applies to Turkish departures. The compensation amounts are the same for international flights. The main difference is the delay threshold — SHY-Passenger is stricter at 2 hours for short routes — and the enforcement body. For EC 261 and ECAA claims, you may be entitled to pursue the case through European courts. For SHY-Passenger, the relevant authority is Turkey's SHGM.

Does Pegasus delayed flight compensation apply to connecting flights?

If all flights are on a single booking and you miss a connection due to a delay by Pegasus on the first leg, you may be entitled to compensation based on the total journey distance. Pegasus delayed flight compensation follows the same connecting-flight rules as EC 261 for EU and ECAA departures.
