Croatia Airlines is the flag carrier of Croatia, founded in 1989 and based in Zagreb, with focus operations at Split, Dubrovnik and Zadar. A Star Alliance member for more than two decades, it connects Croatia with 32 international destinations across 33 European airports on 55 scheduled routes, operating more than 19,000 flights in the summer season.

Croatia Airlines is registered in Croatia, an EU member state, which makes it a European carrier under EC 261/2004. This means Croatia Airlines flight compensation applies in both directions — flights departing from Europe and flights arriving in Europe. Since the entire network is European, every single Croatia Airlines flight is covered.

That last point is worth stating plainly. With some airlines, half your journey carries no entitlement. With Croatia Airlines there is no uncovered leg anywhere in the network.

This guide explains your rights, how much you can claim, how a Croatia Airlines refund works under EC 261, and how FlyPayout handles your claim.

Why Croatia Airlines' registration matters for your rights

Croatia Airlines holds a Croatian air operator's certificate, and Croatia has been an EU member state since 2013, so EC 261/2004 applies directly as national law.

Because the airline operates exclusively within Europe, both bases of coverage apply to every flight at once: the departure is from a European airport, and the operator is a European carrier. A Zagreb to Amsterdam flight and an Amsterdam to Zagreb flight are covered on identical terms.

This removes the question that catches out passengers on long-haul airlines, where the return leg often falls outside the regulation entirely.

How much Croatia Airlines compensation can you claim?

The standard EC 261 amounts apply:

Flight distance

Compensation

Up to 1,500 km

€250

1,500 km to 3,500 km

€400

Over 3,500 km

€600

Croatia Airlines flies short and medium-haul routes only, so its direct services fall in the €250 and €400 bands. The €600 band becomes reachable through connections, which is covered further below.

Route

Approximate distance

Compensation

Split to Skopje

~455 km

€250

Zagreb to Frankfurt

~730 km

€250

Zagreb to Bucharest

~790 km

€250

Split to Athens

~895 km

€250

Zagreb to Amsterdam

~1,100 km

€250

Zagreb to Copenhagen

~1,125 km

€250

Zagreb to Barcelona

~1,230 km

€250

Zagreb to London Heathrow

~1,365 km

€250

Split to Stockholm

~1,785 km

€400

Split to Oslo

~1,885 km

€400

Split to Dublin

~1,985 km

€400

These amounts are per passenger. A family of four on a disrupted Split to Dublin flight can claim €1,600 in total, which on a low-fare summer booking can exceed what the tickets cost.

When do you qualify for Croatia Airlines delay compensation?

Flight delays

If your Croatia Airlines flight arrives at its final destination 3 or more hours late, you qualify for Croatia Airlines flight delay compensation. The delay is measured at arrival, not departure. A flight that pushes back late but recovers time in the air may not qualify; what counts is when the doors open.

The delay must not have been caused by extraordinary circumstances beyond the airline's control.

Full details: Flight Delay Compensation

Cancelled flights

If Croatia Airlines cancelled your flight and notified you less than 14 days before departure, you are entitled to Croatia Airlines flight cancellation compensation at the same amounts, plus a choice between a full refund and rebooking. Notice of 14 days or more removes the compensation entitlement but not the refund or rebooking right.

Seasonality matters here more than on most European networks. Many coastal routes operate only in summer and several run two or three times a week. A cancelled Split or Dubrovnik departure in shoulder season is not a matter of waiting for the next flight in a few hours.

Denied boarding

If Croatia Airlines involuntarily denies you boarding because the flight is oversold, compensation is payable immediately at the airport. The airline must seek volunteers before bumping anyone against their will.

Missed connections: where the €600 claims come from

This is the most commercially significant point on the page, and the one passengers most often miss.

Croatia Airlines is a Star Alliance feeder. A large share of its traffic exists to connect passengers onto long-haul services at Frankfurt, Munich, Zurich, Vienna, Amsterdam, Paris and Copenhagen. Those onward flights routinely cross 3,500 km.

When a delay on the Croatian leg causes you to miss that connection, and the whole journey was on a single booking, compensation is calculated on the total journey distance and your arrival delay at the final destination — not on the short sector that actually went wrong.

A Split to Frankfurt to Singapore itinerary disrupted on the first leg is assessed on Split to Singapore. That is a €600 claim, not the €250 the Split to Frankfurt distance would suggest. The same logic applies to any Croatia Airlines feeder flight into an intercontinental connection.

The condition is a single booking. Two separately purchased tickets give you no protection for the missed onward flight, however tight the connection looked.

Croatia Airlines refund policy under EC 261

When your flight is cancelled, or delayed by 5 or more hours, EC 261 requires a full refund of the ticket within 7 days, covering taxes and fees on any unused portion, plus a return flight to your original departure point if you have already flown part of the trip. The alternative is rebooking on the next available flight, potentially on a Star Alliance partner, or at a later date of your choosing.

A Croatia Airlines refund on these grounds overrides the fare conditions entirely. The cheapest FlyEasy fare, sold without checked baggage and with restrictions on changes, is fully refundable when the airline is the party cancelling.

What Croatia Airlines must provide during disruptions

Regardless of whether compensation is owed, Croatia Airlines must provide care when a flight is delayed:

Delay threshold

What you're entitled to

2+ hours (flights up to 1,500 km)

Meals, refreshments, 2 phone calls or emails

3+ hours (flights 1,500 km to 3,500 km)

Meals, refreshments, 2 phone calls or emails

4+ hours (flights over 3,500 km)

Meals, refreshments, 2 phone calls or emails

Overnight delay

Hotel accommodation plus transport to and from the hotel

5+ hours

Right to abandon the journey plus full refund

Because most Croatia Airlines routes are under 1,500 km, the two-hour threshold is the one that applies in practice — considerably earlier than on long-haul carriers. If nothing is offered at a seasonal coastal airport with limited airline presence, cover the costs yourself, keep every receipt and claim reimbursement.

Croatia Airlines and extraordinary circumstances

Croatia Airlines is not required to pay compensation when a disruption is caused by events genuinely beyond its control: severe weather, air traffic control restrictions or controller strikes, security threats, and airport closures ordered by authorities.

These do not qualify: technical faults, maintenance issues, crew shortages or illness, and strikes by the airline's own staff.

Fleet transition is not an extraordinary circumstance

Croatia Airlines is in the middle of the largest fleet renewal in its history, replacing its entire Airbus and Dash 8 fleet with 15 new Airbus A220s. Ten had been delivered by mid-2026, with the programme due to complete in 2027. The airline has described 2026 as particularly demanding, taking seven aircraft in while phasing five out, and has said it will use ACMI arrangements to cover capacity gaps.

That transition is a commercial decision. Aircraft shortages, wet-leased substitutions and schedule adjustments arising from it sit within the airline's control, not outside it, and do not defeat a compensation claim however they are characterised in a rejection letter.

The same applies to the aircraft themselves. The A220s are newly delivered, which makes a technical defence harder to sustain rather than easier: maintaining the fleet is the airline's own responsibility, and courts have consistently held that technical problems inherent in operating an aircraft are not extraordinary circumstances.

If Croatia Airlines rejects your claim citing extraordinary circumstances, FlyPayout verifies the defence against the actual flight data.

Star Alliance codeshares and wet-leased aircraft

Croatia Airlines codeshares extensively across Star Alliance, and flights sold under an OU code may be operated by another carrier — or the reverse, with a Lufthansa, Austrian or SWISS code on an aircraft flown by Croatia Airlines. The airline has also confirmed it will use ACMI arrangements during the fleet transition, meaning some services are flown by another operator's aircraft and crew.

Your rights are unchanged either way, but the claim must name the carrier that actually operated the flight. A claim filed against the wrong entity is rejected on a technicality without ever being assessed. FlyPayout identifies the operating carrier from the flight number.

Croatia Airlines baggage compensation

Baggage sits under the Montreal Convention. If Croatia Airlines loses, delays or damages your checked luggage, you can claim up to 1,519 SDR — approximately €1,800 per passenger. That limit rose from 1,288 SDR on 28 December 2024 and covers destroyed, lost, damaged and delayed bags as a single per-passenger cap.

This is a limit rather than a fixed sum: you claim your proven costs up to that ceiling, so keep receipts for anything you had to replace.

Deadlines: report damage in writing within 7 days of receiving the bag, and delay within 21 days of delivery. Baggage still missing after 21 days is treated as lost.

See our guides to lost luggage, delayed luggage, and damaged luggage.

Time limits for filing a Croatia Airlines compensation claim

Limitation periods for EC 261 claims are set nationally and vary widely across the countries Croatia Airlines serves: the United Kingdom allows 6 years, Spain and France 5, Germany and Austria 3, the Netherlands and Italy 2.

Which applies is not automatic. For a flight, a claim can generally be brought in the country of departure or arrival as well as where the airline is based, and the limitation period follows the forum rather than the airline.

On an entirely intra-European network that gives most passengers a genuine choice. A Zagreb to London flight has a British option running to six years; a Split to Amsterdam flight has a Dutch option running to two. The right forum can be the difference between a live claim and an expired one.

How FlyPayout Claims Your Croatia Airlines Compensation

Step 2: Submit your claim. If your Croatia Airlines flight qualifies, FlyPayout handles everything — the paperwork, the airline communication, and the case management.

Step 3: Get paid. We negotiate with Croatia Airlines on your behalf. If they refuse to pay, our legal team takes the case to court. We only charge our fee when you receive your money.

Why Choose FlyPayout?

Frequently Asked Questions About Croatia Airlines Compensation

How much Croatia Airlines flight delay compensation am I entitled to?

€250 on routes up to 1,500 km, which covers most of the network, and €400 on longer sectors such as Split to Stockholm, Oslo or Dublin. If your Croatian flight was part of a single booking continuing onto a long-haul connection, the claim is assessed on the whole journey and can reach €600.

I missed my long-haul connection because the Croatia Airlines flight was late. What can I claim?

Compensation based on the total journey distance to your final destination, provided everything was on one booking. A delayed Zagreb or Split feeder that causes you to arrive in Asia, Africa or North America more than three hours late is a €600 claim, not a €250 one. This is the single most valuable scenario on this airline.

Are Croatia Airlines flights covered in both directions?

Yes, and there is no exception anywhere in the network. Croatia Airlines is a European carrier operating exclusively within Europe, so the departure test and the carrier test are both satisfied on every flight it operates.

My summer flight to Dubrovnik was cancelled. Does seasonality affect my claim?

Not the entitlement, but it affects the amount of delay. Seasonal routes often operate two or three times a week, so a cancellation can mean a wait of days rather than hours. Compensation is assessed on how late you eventually arrived, which on thin routes frequently pushes claims to the maximum for that distance band.

Croatia Airlines blamed an aircraft problem during the fleet changeover. Can I still claim?

Yes, in most cases. Technical faults and aircraft availability are within the airline's control, and a fleet renewal programme is a commercial decision rather than an unforeseeable external event. Neither defeats a claim, whatever wording appears in the rejection.

Is a Croatia Airlines refund the same as compensation?

No. A refund returns money you paid for a ticket you did not use. Compensation is a separate payment for the disruption itself. If your flight was cancelled, you may be entitled to both, and accepting a refund does not waive the compensation claim.

My flight had a Lufthansa number but a Croatia Airlines aircraft. Who do I claim from?

Croatia Airlines, as the operating carrier. The code on your ticket does not determine who owes the compensation — the airline that actually flew the aircraft does. The same applies in reverse, and to any ACMI-operated service.

Your Croatia Airlines flight was disrupted. Get what you're owed.

Croatia Airlines is a European carrier with full EC 261 obligations on every route it flies, in both directions, without exception. If your flight was delayed three hours or more, cancelled at short notice, or you were denied boarding, you may be entitled to compensation — and if it cost you a long-haul connection, considerably more than the short sector suggests.

Check your Croatia Airlines flight now — it takes less than 2 minutes, and it's completely free.
