Cathay Pacific is the flag carrier of Hong Kong, founded in 1946 and operating from its hub at Hong Kong International Airport. It serves around 80 destinations in 30 countries with a passenger fleet of roughly 159 aircraft, and is a founding member of the oneworld alliance. The wider Cathay Group also includes the low-cost carrier HK Express and the cargo arms Cathay Cargo and Air Hong Kong.
Cathay Pacific is registered in Hong Kong, which makes it a non-European carrier under EC 261/2004. Your rights depend on where the flight departed from rather than on the airline's nationality: every Cathay Pacific flight leaving a European airport is fully covered, while flights arriving in Europe from Hong Kong are not. And because every service between Europe and Hong Kong runs beyond 9,000 km, every qualifying Europe-departing flight falls into the maximum compensation band.
This guide explains which flights qualify, how much Cathay Pacific flight compensation you can claim, how the Cathay Pacific refund policy works under EC 261, and how FlyPayout handles your claim.
Cathay Pacific Airways Limited is headquartered at Cathay City, Hong Kong International Airport. It is not a European carrier, so EC 261 applies on departure point alone.
Departures from Europe are fully covered. A flight from London Heathrow, Manchester, Paris, Frankfurt, Munich, Amsterdam, Brussels, Zurich, Milan or Madrid to Hong Kong falls under EC 261 in full, exactly as if a European airline were operating it.
Arrivals into Europe from Hong Kong are not covered. A Hong Kong to Frankfurt or Hong Kong to London flight sits outside the regulation, because neither the departure point nor the carrier is European.
On a return trip, the outbound leg is claimable and the inbound is not. Hong Kong has no equivalent fixed-sum regime, so the Europe-departing leg is the only one carrying an entitlement of this kind.
Under EC 261, compensation is fixed by distance:
|
Flight distance |
Compensation |
|
Up to 1,500 km |
€250 |
|
1,500 km to 3,500 km |
€400 |
|
Over 3,500 km |
€600 |
Cathay Pacific's European network is entirely ultra-long-haul, and the shortest sector is more than two and a half times the 3,500 km threshold. The result is simple: every qualifying Cathay Pacific flight departing Europe is worth €600 per passenger.

A family of four on a delayed Paris to Hong Kong flight can claim €2,400, regardless of what the tickets cost or which cabin they flew.
If your Cathay Pacific flight departed a European airport and arrived at its final destination 3 or more hours late, you qualify for Cathay Pacific delay compensation. The delay is measured on arrival, not departure, so a flight that pushes back late but recovers time in the air may not qualify.
The delay must also not have been caused by extraordinary circumstances beyond the airline's control.

If Cathay Pacific cancelled your Europe-departing flight and notified you less than 14 days before departure, you are entitled to Cathay Pacific flight cancellation compensation at the same €600 rate, plus a choice between a full refund and rebooking. Notice of 14 days or more removes the compensation entitlement but not the refund or rebooking right.
Frequency matters here. Munich operates four times a week rather than daily, so a cancellation can mean a two-day wait for the replacement. That gap at your final destination is what the claim is assessed on.

If Cathay Pacific involuntarily denies you boarding on a Europe-departing flight because it is oversold, compensation is payable immediately at the airport. The airline must seek volunteers before bumping anyone against their will.

Cathay Pacific's European services largely feed onward traffic across Asia-Pacific, and most European passengers connect at Hong Kong rather than ending their journey there.
If a delay leaving Europe caused you to miss that connection and the journey was on a single booking, compensation is calculated on the total journey distance and your arrival delay at the final destination. A Madrid to Hong Kong to Sydney itinerary disrupted on the first leg is assessed on Madrid to Sydney.

Cathay Pacific sells restrictive fare families where the cheapest tickets carry cancellation penalties or are non-refundable outright. Those conditions apply when you are the one changing plans.
They do not apply when the airline cancels. When your Europe-departing flight is cancelled, or delayed by 5 or more hours, the Cathay Pacific refund policy under EC 261 requires a full refund within 7 days, covering taxes and fees on any unused portion, plus a return flight to your departure point if you have already flown part of the trip. The alternative is rebooking on the next available flight or at a later date.
This right overrides the fare rules entirely. A Cathay Pacific refund is owed on the cheapest Essential fare exactly as it is on a fully flexible one.
Whether or not compensation is owed, Cathay Pacific must provide care when a Europe-departing flight is delayed:
|
Delay threshold |
What you're entitled to |
|
2+ hours (flights up to 1,500 km) |
Meals, refreshments, 2 phone calls or emails |
|
3+ hours (flights 1,500 km to 3,500 km) |
Meals, refreshments, 2 phone calls or emails |
|
4+ hours (flights over 3,500 km) |
Meals, refreshments, 2 phone calls or emails |
|
Overnight delay |
Hotel accommodation plus transport to and from the hotel |
|
5+ hours |
Right to abandon the journey plus full refund |
Every route from Europe exceeds 3,500 km, so the four-hour threshold applies. Departures are once daily at most, so a cancellation almost always triggers an overnight hotel obligation rather than a same-day rebooking. If nothing is offered, cover the costs yourself, keep receipts and claim reimbursement.
Cathay Pacific is not required to pay compensation when a disruption is caused by events genuinely outside its control: severe weather, air traffic control restrictions or strikes, security threats, and airport closures ordered by authorities.
These do not qualify: technical faults, maintenance issues, crew shortages or illness, and strikes by the airline's own staff.
One argument that works elsewhere does not work here. European and Japanese carriers on Asian routes have been unable to overfly Russia since 2022, and some cite the resulting detours when defending long-haul delays. Hong Kong carriers face no such restriction. Cathay Pacific flies the direct northern routing its European competitors cannot, which is why its Europe to Hong Kong sectors are often the shortest available on those city pairs. A routing defence therefore carries far less weight from this airline than from its European rivals on the same market.
Typhoon season is the genuine seasonal factor. Hong Kong is exposed to tropical cyclones from roughly May to November, and a Signal 8 or higher closes the airport. That is outside the airline's control. The recovery is not: how quickly aircraft and crews are repositioned once the signal is lowered, and whether passengers are rebooked promptly. Delays attributable to slow recovery rather than to the storm itself remain claimable.
If Cathay Pacific rejects your claim citing extraordinary circumstances, FlyPayout verifies the defence against the actual flight data.
Cathay Pacific is a founding member of oneworld, and this matters more than usual for European passengers, because several alliance partners are European carriers: British Airways, Iberia and Finnair among them.
If your ticket carried a CX code but the flight was operated by British Airways or Finnair, the claim goes to that airline — and because those carriers are European, your inbound leg from Hong Kong becomes claimable too. The operating carrier's status, not the code on your ticket, sets the scope of your rights in both directions.
HK Express is the group's low-cost carrier, flying its own Asian network under UO flight numbers. It does not serve Europe. If your booking shows a UO code rather than CX, the claim is filed against HK Express. FlyPayout identifies the operating carrier from the flight number.
Baggage sits under the Montreal Convention, to which Hong Kong and every EU member state are parties. Cathay Pacific delayed baggage compensation is capped at 1,519 SDR — approximately €1,800 per passenger. That limit rose from 1,288 SDR on 28 December 2024 and covers destroyed, lost, damaged and delayed bags as a single per-passenger cap.
Two points matter. Unlike EC 261, the Montreal Convention applies in both directions, so your baggage rights survive on the return from Hong Kong even where your delay compensation rights do not. And this is a limit rather than a fixed sum: you claim proven costs up to that ceiling, so keep receipts for anything you had to replace while the bag was missing.
Deadlines: report damage in writing within 7 days of receiving the bag, and delay within 21 days of delivery. Baggage still missing after 21 days is treated as lost.
See our guides to lost luggage, delayed luggage, and damaged luggage.
Because only Europe-departing flights fall under EC 261, the limitation period is set by the European country you left rather than by Hong Kong.
This varies widely. Spain and France allow 5 years, Germany 3, Italy and the Netherlands 2, and the United Kingdom 6. The extremes matter here: a disrupted Madrid departure is claimable for five years and a London one for six, while a Brussels departure runs out after just one under Belgian law.
If your flight left a European airport within the last few years, check rather than assume the window has closed.
Cathay Pacific, like most airlines, doesn't always pay compensation voluntarily. Claims may be ignored, delayed, or rejected with vague references to weather or circumstances beyond the airline's control, and pursuing a carrier headquartered outside Europe adds a layer most passengers cannot handle. FlyPayout handles the entire Cathay Pacific compensation claim process for you.
Step 1: Check your flight. Enter your Cathay Pacific flight details into our free compensation calculator. In under 2 minutes, you'll know if you're eligible for compensation and how much you could receive.
Step 2: Submit your claim. If your Cathay Pacific flight qualifies, FlyPayout handles everything — the paperwork, the airline communication, and the case management.
Step 3: Get paid. We negotiate with Cathay Pacific on your behalf. If they refuse to pay, our legal team takes the case to court. We only charge our fee when you receive your money.

€600 per passenger, provided your flight departed a European airport and arrived 3 or more hours late. Every Cathay Pacific route out of Europe is an ultra-long-haul sector to Hong Kong beyond 9,000 km, which places all of them in the top band regardless of which city you left from.
Not under EC 261, since Cathay Pacific is a non-European carrier and the flight did not depart Europe. The exception is a codeshare operated by a European oneworld partner such as British Airways or Finnair, where that carrier's European status brings the inbound leg into scope. Baggage rights under the Montreal Convention apply in both directions regardless.
Compensation is usually not owed for the closure itself, since a typhoon is outside the airline's control. But the care and rebooking obligations remain, and how quickly Cathay Pacific got you moving once the airport reopened is a separate question. Delays caused by slow recovery rather than the storm can still be claimable.
Yes. Being rebooked does not remove the entitlement. Compensation is assessed on how late you eventually reached your final destination, and on a four-times-weekly route such as Munich that gap is often two days.
No. A refund returns money you paid for a ticket you did not use. Compensation is a separate payment for the disruption itself. If Cathay Pacific cancelled your Europe-departing flight, you may be entitled to both, and accepting a refund does not waive the compensation claim.
Yes, when the airline is the one cancelling. Cathay Pacific's cheapest fares are sold as non-refundable if you cancel, but EC 261 overrides those conditions when the cancellation comes from the airline. You are entitled to a full refund within 7 days, or rebooking, whichever you prefer.
No, that is HK Express, the low-cost carrier within the Cathay Group. It flies its own Asian network and does not serve Europe. Any claim is filed against HK Express rather than Cathay Pacific.
Your Cathay Pacific flight was disrupted. Get what you're owed.
Every Cathay Pacific route out of Europe runs beyond 9,000 km, which means every qualifying disruption is worth the full €600 per passenger. If your flight was delayed three hours or more, cancelled at short notice, or you were denied boarding, that money is owed to you. Most passengers flying carriers headquartered outside Europe assume they have no rights. On the departing leg, they do.
Check your Cathay Pacific flight now — it takes less than 2 minutes, and it's completely free.
