Turkish Airlines is the world's largest carrier by number of countries served, operating from its mega-hub at Istanbul Airport to over 350 destinations in 131 countries. With a fleet of more than 500 aircraft and over 90 million passengers per year, it is one of the most important airlines for travelers connecting between Europe, Asia, Africa, and the Americas.
If your Turkish Airlines flight was delayed, cancelled, or you were denied boarding, your compensation rights depend on which direction you were flying. Unlike European carriers such as Lufthansa or Air France, Turkish Airlines is registered in Turkey, which is not an EU or ECAA member. This means different regulations apply depending on whether you departed from a European airport, a Turkish airport, or elsewhere.
This guide explains how Turkish Airlines compensation works across different routes, the critical distinction between EC 261 and SHY-Passenger coverage, how to file a Turkish Airlines refund claim, and how FlyPayout handles the process.
It is important to understand this distinction before filing any claim. Because Turkish Airlines is not a European carrier, different rules apply depending on where your flight departs:
| Your flight route | Which regulation | Compensation amount |
|---|---|---|
| Europe to Turkey (e.g. Frankfurt to Istanbul) | EC 261 | €250–€600 |
| Europe to Europe (e.g. London to Istanbul via TK) | EC 261 | €250–€600 |
| Europe to Beyond (e.g. Paris to Bangkok via Istanbul) | EC 261 (single booking from Europe) | €250–€600 |
| Turkey to Europe (e.g. Istanbul to Belgrade) | SHY-Passenger | €100–€600 (in TRY) |
| Turkey to Beyond (e.g. Istanbul to New York) | SHY-Passenger | €100–€600 (in TRY) |
| Turkey to Turkey (domestic) | SHY-Passenger | €100 (in TRY) |
| Beyond to Turkey (e.g. New York to Istanbul) | SHY-Passenger (TK is Turkish carrier) | €100–€600 (in TRY) |
| Beyond to Europe (e.g. New York to London via TK) | Not covered by EC 261 | SHY may apply for IST segment |
A passenger flying from Belgrade to Istanbul is covered by EC 261 and can claim €250 in euros. The same passenger flying from Istanbul to Belgrade is covered by SHY-Passenger and can claim €250 equivalent in Turkish lira. Either way, you are protected — but under different laws.
| Flight distance | Compensation |
|---|---|
| Up to 1,500 km | €250 |
| 1,500 km to 3,500 km | €400 |
| Over 3,500 km | €600 |
| Flight type | Compensation (in Turkish lira equivalent) |
|---|---|
| Domestic | €100 |
| International up to 1,500 km | €250 |
| International 1,500 km to 3,500 km | €400 |
| International over 3,500 km | €600 |
SHY amounts are paid in Turkish lira at the Central Bank selling rate on the date of payment. Here are examples on common Turkish Airlines routes:
| Route | Distance | Regulation | Compensation |
|---|---|---|---|
| Belgrade to Istanbul | ~870 km | EC 261 | €250 |
| Istanbul to Belgrade | ~870 km | SHY | €250 (in TRY) |
| Frankfurt to Istanbul | ~1,860 km | EC 261 | €400 |
| Istanbul to Frankfurt | ~1,860 km | SHY | €400 (in TRY) |
| London to Istanbul | ~2,500 km | EC 261 | €400 |
| Istanbul to New York | ~8,100 km | SHY | €600 (in TRY) |
| Paris to Bangkok via Istanbul | ~9,450 km | EC 261 | €600 |
In the event of a delay, your Turkish Airlines flight must arrive at its final destination more than three hours late for compensation to apply. This threshold applies under both EC 261 and SHY-Passenger since the December 2024 SHY amendment. Istanbul Airport is one of the world's busiest hubs, and delays at IST can cascade across the schedule, particularly during peak travel periods.

If Turkish Airlines cancels your flight and notifies you less than 14 days before departure, you may be entitled to compensation under both EC 261 and SHY, plus the right to a full refund or rebooking. Turkish Airlines occasionally cancels routes due to geopolitical developments, airspace restrictions, or seasonal demand shifts.

If Turkish Airlines involuntarily denies you boarding due to overbooking, you are entitled to Turkish Airlines overbooking compensation at the same amounts. Under both EC 261 and SHY, the airline must first seek volunteers before bumping passengers. Under EC 261, compensation must be paid immediately at the airport.

When a Turkish Airlines flight is cancelled or significantly delayed, your refund rights require the airline to offer a full refund of the ticket including all taxes and fees, rebooking on the next available flight potentially on a Star Alliance partner, or rebooking at a later date. As a Star Alliance member, Turkish Airlines can rebook you on Lufthansa, United, ANA, Singapore Airlines, and others. The Turkish Airlines refund must be in cash — you are not obligated to accept vouchers under either EC 261 or SHY.
Regardless of the cause, Turkish Airlines must provide care during delays. The specifics depend on which regulation applies.
Under EC 261 (departures from Europe):
| Delay | What you're entitled to |
|---|---|
| 2+ hours (up to 1,500 km) | Meals, refreshments, 2 phone calls or emails |
| 3+ hours (1,500 km to 3,500 km) | Meals, refreshments, 2 phone calls or emails |
| 4+ hours (over 3,500 km) | Meals, refreshments, 2 phone calls or emails |
| Overnight | Hotel plus transport |
| 5+ hours | Right to abandon journey plus full refund |
Under SHY (departures from Turkey):
| Delay | What you're entitled to |
|---|---|
| 2+ hours | Refreshments |
| 3+ hours | Meals plus refreshments |
| 5+ hours | Full refund option |
| Overnight | Hotel plus transport |
Turkish Airlines is not required to pay compensation due to extraordinary circumstances. This defence works the same way under both EC 261 and SHY.
What is extraordinary: severe weather, air traffic control restrictions, or air traffic control strikes by external authorities, security threats, airport closures, and political instability. What is not extraordinary: technical faults, crew shortages, airline staff strikes, and cascading delays from previous flights.
Istanbul's geographic position exposes it to weather systems from both the Mediterranean and Black Sea. However, weather at Istanbul does not automatically exempt every Turkish Airlines flight — the airline must prove the specific disruption on your specific route was caused by extraordinary circumstances.
If all flights are booked under a single Turkish Airlines reservation, the airline is responsible for the entire journey. Compensation if a delay causes you to miss a connection is based on the total distance from origin to final destination and your delay at arrival. If you booked segments separately, each is treated independently. If your journey starts in Europe on a single ticket, EC 261 covers the entire journey; if it starts in Turkey, SHY covers the Turkish departure.

FlyPayout assesses which jurisdiction gives you the strongest claim and the longest available time window.
Turkish Airlines claims are legally complex because of the dual-regulation system. The airline may argue that SHY applies instead of EC 261 to minimize its obligations. FlyPayout determines which regulation gives you the best outcome and files accordingly.
Claim for Turkish Airlines disruptions from the last 2 to 6 years depending on jurisdiction. We cover Turkish Airlines flights under both EC 261 and SHY-Passenger. No win, no fee — you never pay upfront. Legal team experienced in the complexities of dual-regulation Turkish Airlines claims.
Yes. Since December 2024, Turkey's SHY-Passenger regulation provides compensation for delays of more than three hours, cancellations with less than 14 days' notice, and denied boarding on flights departing from Turkish airports. Amounts range from €100 (domestic) to €600 (international over 3,500 km), paid in Turkish lira.
Flights departing from European airports are covered by EC 261. Flight compensation Turkish Airlines from Frankfurt, London, Paris, Belgrade, or any other European airport is €250 to €600 depending on distance, paid in euros.
Yes. Under both EC 261 and SHY, when Turkish Airlines cancels your flight you have the right to a full Turkish Airlines refund of the ticket price including taxes and fees, or rebooking on the next available flight. The airline cannot force you to accept vouchers.
If your connecting journey is booked under a single Turkish Airlines reservation, the airline is responsible for the entire journey. Compensation for a missed connection is based on total journey distance and your delay at the final destination. Turkish Airlines passenger rights for connections depend on which airport the journey started from.
Yes. Under SHY-Passenger, if Turkish Airlines involuntarily denies you boarding at Istanbul Airport due to overbooking, you may be entitled to Turkish Airlines overbooking compensation of €100 to €600 in Turkish lira equivalent depending on flight distance.
It depends on the direction. A Turkish Airlines flight from Belgrade to Istanbul (departing Europe) entitles you to €250 under EC 261. A Turkish Airlines flight from Istanbul to Belgrade (departing Turkey) entitles you to €250 equivalent in Turkish lira under SHY. In the event of a delay of more than three hours, compensation applies in both cases.
If all flights were booked under one reservation and a cancellation causes you to miss a connection, the airline must rebook you at no cost and may owe compensation based on total journey distance and delay at the final destination.
Under SHY the limitation period is 2 years. Under EC 261 it depends on where you file: 2 years in the Netherlands, 3 years in Germany, up to 6 years in England and Wales. FlyPayout assesses the best jurisdiction for your claim.
Turkish Airlines flies to more countries than any other airline. No matter which direction you were flying, a disrupted flight likely qualifies for compensation under either EC 261 or SHY-Passenger. The regulation may differ, but the result is the same: the airline owes you money.
